Hung was born on September 9, 1947, in Canton, China, to Fat and Ying (Woo) Seto. As a young man, he joined the United States Navy in 1968 and became a citizen of the United States. During his time overseas, he met the love of his life, Lolita Chung. They were married in Manila, Philippines, in June of 1974. He transferred to the United States Army in 1976 and retired at Fort Riley, Kansas, in 1995. During his honorable time in the service, he and his family lived in many duty stations both domestic and abroad including West Berlin, California, West Germany and Texas. He also earned many awards and decorations that include: Army Commendation Medal, Army Achievement Medal (Second Oak Leaf Cluster), Army Service Ribbon, National Defense Service Medal with Bronze Star, Good Conduct Medal (Sixth Award), Non-Commissioned Officer Professional Development Ribbon (Third Award), Overseas Service Ribbon (Third Award), Army of Occupation Medal (Berlin), Armed Forces Expeditionary Medal (Korea), Vietnam Campaign Medal, Vietnam Service Medal, Drivers Badge (Wheel), Marksman (Rifle M-16), and Expert (Pistol Cal .45).

Hung was a dedicated service member, but he also served others in his personal life. He was always ready to help those in need, including strangers. He treated everyone he met as if they were part of his family. He dedicated his life to God and was a member of St. Xavier Catholic Church and the Knights of Columbus. He was also a member of the Filipino American Association and volunteered with the American Red Cross. Above all he was a family man. He was a loving husband, caring father and grandfather, and loyal friend.

Hung is survived by his loving family: his wife, Lolita of Junction City, Kansas; his children, Jiffy (Katherine) Seto of Burke, Virginia, and Cindy (Brian Friel) Seto-Friel of Dover, Delaware; his five grandchildren, Meredith, Natalie, Nicholas, Collin, and Nathan; his five siblings, Warren (Melinda) Seto, Paul (Betty) Seto, Chester (Yolinde) Seto, May (Gus Lopez) Seto, and Ken Seto; and a host of loving family and friends.

He was preceded in death by his parents and his sister, Annie Kwok.
